The Uganda Revenue Authority (URA) has commenced implementation of a new Taxpayer Compliance Risk Management Strategy aimed at encouraging voluntary compliance and addressing emerging risks in Uganda’s domestic tax system during the financial year 2026/27.The strategy is designed to strengthen tax administration by making it fairer, more transparent and efficient while helping taxpayers understand and meet their obligations.

URA says the new approach will focus on identifying compliance gaps and taking appropriate action based on the level of risk involved.Commissioner General John Rujoki Musinguzi has emphasised the importance of making tax compliance easier for taxpayers, saying the authority is committed to making “compliance more predictable, more convenient, and easier.”Under the new strategy, URA will use taxpayer information, transaction records, sector trends and other lawful data to identify areas where taxpayers may not be meeting their obligations. The information will be used to guide targeted interventions instead of applying the same approach to all taxpayers.

The strategy will be implemented through a Compliance Improvement Plan for FY 2026/27, focusing on taxpayer registration, timely and accurate filing, proper declaration of taxes, accurate reporting of sales and income, payment of taxes and management of outstanding obligations.URA will also strengthen monitoring of the Electronic Fiscal Receipting and Invoicing Solution (EFRIS), including registration of applicable non-VAT taxpayers operating in the 12 gazetted sectors. Compliance with Digital Tax Stamps requirements will also be part of the authority’s focus, alongside efforts to tackle tax evasion, avoidance and abuse of the tax system.Taxpayers have been urged to keep their registration details updated, file accurate returns on time, declare all taxable income and transactions, issue the required fiscal documents and maintain proper books and supporting records.

Those covered by EFRIS and Digital Tax Stamps requirements are expected to comply with the applicable rules and pay their taxes within the prescribed deadlines.URA has also encouraged taxpayers to respond promptly to compliance communications and seek clarification whenever necessary. The authority says the overall strategy is intended not only to address non-compliance but also to provide education and support that can help more taxpayers voluntarily meet their tax obligations. Taxpayers can contact URA through 0800-117000, 0800-217000, WhatsApp on 0772140000 or services@ura.go.ug.
