The Uganda Revenue Authority (URA) has engaged clearing agents operating at Mirama Hills on the need to improve customs efficiency, following concerns raised over delays in some customs procedures that affect the smooth movement of goods across the border.During an engagement held on September 21, 2026, the clearing agents shared their experiences with customs processes and highlighted areas where they believe procedures sometimes take longer than necessary.

The agents called for greater efficiency in handling customs-related matters, particularly where delays can affect traders and businesses involved in legitimate cross-border transactions. They also emphasised the importance of resolving customs issues within reasonable time. The engagement further focused on the dangers of smuggling and the wider consequences of engaging in illicit trade. Participants were reminded that smuggling can lead to economic losses while also exposing individuals and businesses to legal action.URA officials also explained the difference between restricted and prohibited goods, helping the clearing agents understand the different requirements governing the movement of various products through the border point.

A significant part of the engagement focused on the Electronic Fiscal Receipting and Invoicing Solution (EFRIS), which participants welcomed as a technology-driven system with the potential to promote transparency, accountability and compliance in business transactions.

The agents were taken through how EFRIS operates and the sectors required to issue compliant electronic receipts and invoices. The sensitisation was aimed at improving understanding of the system and encouraging businesses to meet their tax compliance obligations. The engagement provided a platform for URA and the clearing agents to openly discuss challenges, exchange experiences and explore practical solutions, as the authority continues efforts to make customs processes faster, more transparent and supportive of legitimate cross-border trade at Mirama Hills.
